Or is it because neither appear to be muzzled?

Elizabeth Grebbell, I'm not sure! both have gone to ground pretty quickly, and don't forget there are 3 children involved here 2 of which are old enough to be victims of the cruelty of social media, also his wife. IF it is a distraction the way it is being acted out looks to me like he is enjoying the action, and would be enough for me to give him the elbow acting or not. Also how do you explain to teenagers who are not easy to fool nowadays as it is all over social media. A heavy price to pay for a distraction. I think its true and he should go, another hypocrite in the government of occupation, in the mould of Doris and more we don't know about.
