I understood that the government review would make things more difficult to get any form of justice - the process would be evern more skewed in favour of the government than it is now. The best way is to take a case to court in the normal way and name names. Maybe that is the way this should be going before it is too late.
It's funny that requesting a judicial review or appealing for permission is a problem
